Currently, the Ministry of Environmental Protection is working with the National Meteorological Administration to take the lead in establishing PM2.5 early warning and forecasting systems in some regions nationwide. In the future, based on real-time PM2.5 monitoring, 24-hour~48-hour early warning and forecasting will be realized. As this system becomes more widespread nationwide, the demand for PM2.5-related monitoring equipment will further increase.
The ten measures for air pollution prevention and control passed at the State Council executive meeting on June 14 clearly state that heavy pollution weather should be included in local governments' emergency management for emergencies, and measures such as production and emission restrictions for heavily polluting enterprises and vehicle restrictions should be taken promptly according to pollution levels. The prerequisite for including emergency plans and implementing emergency measures is to anticipate the air pollution index in the coming days, but China only began nationwide real-time monitoring of PM2.5 last year and does not yet have the capability to provide early warning and forecasting for PM2.5. On one hand, since PM2.5 is not a single pollutant but a collection of different pollutants adsorbed onto fine particulates, its prediction is more difficult than that of a single pollutant. On the other hand, PM2.5 warnings and forecasts require historical data to support them, but in most regions, PM2.5 monitoring data has not been available for a year, so inference based on historical data is also somewhat challenging. For this reason, PM2.5 forecasting and early warning should be piloted first, and after forming technical support, it should be promoted nationwide.
Dr. Li Jianjun, an expert at the China National Environmental Monitoring Station, stated at the recently held "Ecological Civilization Guiyang International Forum 2013 Annual Meeting" that the pilot will be selected in the Beijing-Tianjin-Hebei region, and the Beijing Environmental Monitoring Center has already begun preparations, aiming to achieve technical support capabilities by the end of this year. In addition, cities like Shanghai and Guangzhou may also be the first to become pilot areas.
In April 2012, the Ministry of Environmental Protection released the "National Environmental Monitoring 12th Five-Year Plan," launching the PM2.5 monitoring market. It is predicted that during the 12th Five-Year Plan period, more than 1,500 PM2.5 monitoring points will be planned nationwide. Based on an average price of 150,000 yuan per set of equipment, the demand for PM2.5 equipment in 338 cities across the country will be about 400 million yuan.
On June 26, 2013, the China National Environmental Monitoring Station issued the "Technical Specifications for PM2.5 Automatic Monitoring Instruments (2013 Edition)," which is equivalent to the second phase of PM2.5 monitoring procurement passes. Among them, Xianhe Environmental Protection's XHPM-2000E β X-ray Monitor and Juguang Technology BPM-200 β X-ray Monitor passed inspection. PM2.5 forecasting and early warning must be based on comprehensive monitoring and require historical data continuation. Therefore, companies shortlisted in the "PM2.5 Automatic Monitoring Instrument Technical Indicators (2013 Edition)" will have natural advantages in technology R&D, data collection, and equipment integration.
