  • Recently, the central government website released the “Notice from the General Office of the Ministry of Housing and Urban-Rural Development on Carrying out National Smart City Pilot Projects (Jian Ban Ke〔2012〕42)”.
  • The notice states: (1) Smart cities are a new model that strengthens urban planning, construction, and management by comprehensively applying modern science and technology, integrating information resources, and coordinating business application systems; Building smart cities is an important measure to implement the Party Central Committee and the State Council on innovation-driven development, promoting new urbanization, and building a moderately prosperous society in all respects; To explore scientific approaches for the construction, operation, management, service, and development of smart cities, it has been decided to launch a national smart city pilot program; All regions should attach great importance, seize opportunities, and actively carry out smart city construction, improve urban management capabilities and service levels, and promote industrial transformation and development. A smart city is an urban form supported by next-generation information technology and a knowledge society's next-generation innovation (Innovation 2.0) environment. Smart cities are based on new-generation information technologies such as the Internet of Things and cloud computing, as well as tools and methods like Wikipedia, social networks, Fab Labs, Living Labs, and integrated integration methods. They create an ecosystem conducive to innovation, achieving comprehensive and thorough perception, ubiquitous broadband connectivity, intelligent integration applications, and sustainable innovation characterized by user innovation, open innovation, mass innovation, and collaborative innovation.
